Il dramma è che, nonostante la grandezza e l’affollamento, la città non ha mezzi pubblici adeguati, non esiste la metropolitana e adesso si sta sfiorando il collasso, dato che oltre 6 milioni di vetture sono troppe anche per un territorio così grande. Il dramma sembra non avere fine, visto che l’obbligo di utilizzare le auto a bioetanolo è slittato dal prossimo anno al 2012, anno in cui i morti per inquinamento potrebbero risultare molti di più.
