Enormi proteste per il voto positivo della I Commissione del Senato per lo scioglimento della Guardia Forestale: il corpo potrebbe essere smantellato attraverso il DDL Riorganizzazione delle Amministrazioni pubbliche del Governo Renzi: ecco le tappe e un sunto della valanga di proteste giunte dalla politica come dagli ambientalisti e dalla popolazione civile tutta.
Il corpo della Guardia Forestale verrà davvero sciolto dal Governo Renzi e riassorbito nelle forze di Polizia? L’ipotesi sembrerebbe poco verosimile ma purtroppo è concretissima, tanto che la Commissione Affari Costituzionali del Senato ha già dato il suo okay. Tuttavia il provvedimento è ancora lontano dal diventare legge: il 31 marzo 2015 è previsto il voto al Senato e poi, comunque, occorrerà ottenere anche il parere positivo della Camera dei Deputati, e considerando l’enorme malcontento scatenato da questa possibile novità dell’esecutivo in molti sperano che il Governo possa lasciar perdere questo proposito.
Quindi per lo scioglimento della Guardia Forestale i passaggi parlamentari non sono moltissimi, né i tempi sarebbero particolarmente lunghi per la trasformazione in legge, tuttavia è tutt’altro che certo che l’assorbimento del corpo nelle forze di Polizia avverrà realmente. Precisato questo, è bene chiedersi su cosa si basa la volontà di sciogliere la Forestale e perché l’idea ha suscitato simili proteste. Di base il Corpo Forestale potrebbe essere sciolto per motivi di spending review, per risparmiare sulle spese dello stato, in altre parole. Ma questo risparmio a quanto ammonterebbe? Qui viene il bello: i più cauti parlano di risparmi leggeri potenzialmente quasi inconsistenti a causa dei costi per adeguamenti e trasformazioni, non pochi tuttavia parlano di vera e propria misura a perdere, come Fabio Balocco su Il Fatto Quotidiano, che ricorda come il costo medio degli ultimi anni, per il corpo, sia stato di 30 milioni di euro, con 28 milioni di euro in entrata per sanzioni. E poi aggiunge:
Dove sta il risparmio? Piuttosto, si calcola che la soppressione del Corpo comporterebbe un costo aggiuntivo per l’adeguamento della struttura di circa 25 milioni di euro. Nessun risparmio dunque, ma anzi costi aggiuntivi.
Insomma, si direbbe un’altra proposta al limite dell’assurdo da parte di un Governo Renzi che, lo si era capito fin da subito e ben chiaramente dopo lo Sblocca Trivelle, all’ambiente tiene assai poco. Critiche a tale ipotesi sono giunte contemporaneamente, oltre che da cittadini ed ecologisti, anche dal Movimento 5 Stelle, da Sel e da Forza Italia. E c’è da scommettere che diversi esponenti del PD non vedano il provvedimento di buon occhio. Gli ecoreati in Italia rappresentano un giro d’affari spaventoso su cui le mafie basano una parte importante di tutte le loro entrate complessive: non si può indebolire la Forestale, impegnata ogni anno a combattere illeciti come traffici illegali di rifiuti, discariche illegali, inquinamento delle falde e delle zone protette, abusivismo edilizio e incendi.
E mentre si parla di possibile scioglimento della Guardia Forestale con mossa corretta (ma data la situazione apparentemente schizoide) la Commissione Agricoltura del Governo impegna lo stesso esecutivo, con due risoluzioni, a rafforzare l’organico del Corpo Forestale dello Stato, dichiarando chiaramente che
l’unica forma di contrasto all’illecito smaltimento di rifiuti è posta in essere dall’azione del Corpo Forestale dello Stato.
