Non si arrestano polemiche e proteste sui tagli previsti dalla manovra finanziaria ai fondi destinati al patrimonio di parchi nazionali e oasi naturalistiche italiane. Dopo la rettifica del ridimensionamento del budget, riconfermato per il 2010, nel 2011 resta invece invariata la riduzione del 50% dei trasferimenti economici che il ministero dell’Ambiente invia a sostegno di Parchi ed Aree protette del nostro Paese.
Come fa notare all’ASCA Giampiero Sammuri, presidente di Federparchi, il contributo che si chiede al Governo non è un’elemosina, ma un investimento sicuro dal momento che va ad alimentare un settore, quello del turismo naturalistico, che ha continuato a crescere malgrado la crisi.
Nel 2008, nel pieno della crisi economica del Paese le presenze negli esercizi delle aree protette sono aumentate dell’1,79%, mentre il fatturato del comparto (oltre 9 miliardi di euro) è pari a circa il 9% del fatturato nazionale complessivo del settore turistico con un incremento, rispetto all’anno precedente, del 3%. Siamo passati da 4.610.000 visitatori nel 1995 a ben 64 milioni nel 2009.
Gli Enti che gestiscono le grandi aree naturali protette si ritroverebbero, con i tagli previsti nel 2011, a non riuscire a pagare nemmeno le bollette e gli stipendi del personale. Con gravi conseguenze per la tutela della biodiversità: pensate che in queste oasi vivono 57mila specie animali, che corrispondono ad oltre il 50% della flora europea.
Attualmente i fondi destinati ai Parchi sono di 50 milioni di euro all’anno, con un fatturato che supera i 9 miliardi di euro tra diretto e indotto e che finisce proprio nelle casse dello Stato, che non ha alcun obbligo di reinvestirlo nello stesso settore.
Inoltre c’è il risparmio di 578 euro di costi relativi allo smaltimento di CO2 per ogni ettaro di territorio protetto, con un risparmio per lo Stato di 476 milioni di euro.
I Parchi si occupano anche di svolgere un ruolo fondamentale nel piano nazionale di protezione contro gli incendi, che grava sulle finanze italiane per ben 300 milioni di euro all’anno.
Se il governo sceglie di vendere aree protette ai privati, a guadagnarci non saranno di certo i cittadini, dunque, perché i Parchi aumentano la ricchezza di un Paese, come certificato dall’UNEP, Programma delle Nazioni Unite per l’Ambiente:
I ”servizi” offerti dalla Natura alle attività umane, infatti, tra fornitura di acqua, riduzione di C02 nell’atmosfera, ”ingredienti” posti a vario titolo in farmaci e prodotti cosmetici portano a un profitto, a livello globale, pari ad una somma compresa tra i 21 mila miliardi e i 72mila miliardi di dollari. Ovvero, l’equivalente circa del Pil mondiale quantificato per il 2010 intorno ai 60mila miliardi di dollari.
A guadagnarci saranno piuttosto le ecomafie, pronte alla cementificazione selvaggia:
considerando che sono state 28 mila le case abusive tirate su nel 2008 ed è stato registrato un numero impressionante di illeciti urbanistici, soprattutto nelle aree di maggior pregio paesaggistico del Paese.
